BEIJING, DECEMBER-22: a man shows a witness narration re a family member that was beaten to death..Hundreds of thousands of Chinese have descended upon Beijing in the past decades hoping to get the attention of higher authorities for cival law cases reaching from work accidents, violence against family members, murder, money extorsion and which in the majority reveal a corrupt rural legal system...The tradition of appealing to higher authorities in the capital reaches back to imperial times . In Beijing , petitioners villages where people would congregate in cheap housing, outside the city centre were common. These days though, petitioners increasingly face tremendous obstacles to get heard : provincial as well as undercover police try to stop petitioners from going to the National Petition offices to file law suites . If caught, they are briefly sent to an unoffical detention centre where they wait for the train ride back to the province. In addition the number of villages has been reduced significantly as the preparations for the 2008 Olympics progress. Many fear they will be all gone by summer 2008. ..
